and now since barack obama has been president, they have come up with a new idea. the idea of doing not just a rebuttal to the president's state of the union address, but also a rebuttal to their own rebuttal. what? yes. for the third year in a row now, republicans are rebutting themselves as well as rebutting the president. what could possibly go wrong? the first year was 2011 when minnesota congresswoman and eventual presidential candidate michele bachmann gave not the republican party response, but the tea party republican response to the republican response to president obama's state of the union while making meaningful eye contact with something other than the camera that was pointed at her. that was the first one. the year after that, the tea party republican response to the republican response to the state of the union was given by pizza company executive herman cain. >> and so i say in response on behalf of the tea party and citizens people across this country, with all due respect, mr. president, some of us are not stupid. the state of the union is not goo

starting with the obama sequester. unless senate democrats allow a reasonable spending cut alternative that passes this chamber before march 1, the president's plan will go into effect. the legislation averts the obama sequester months ago, but senate democrats have yet to pass an alternative bill that could actually go to congress. in fact, it took them until this week for them to say that they would do an alternative, indie and the alternative they have come up with is clearly, clearly designed to fail. they knew this was coming more than a year ago. yet they still haven't put forward a serious raposo of replacement spending cuts. what a colossal waste of time. at the beginning of the year, democrats promise that things would be different. they promise to get their work done ahead of time. instead of five minutes before the deadline. instead we find ourselves in familiar territory. it goes something like this. republicans identify a challenge and propose a solution well in advance some gimmicky bill is designed come

obama has little time to waste. even the white house understands second terms are tricky things. >> second terms are tricky. i think back to the first term actually. when president obama came into office, part of what he wanted to do was end the sort of -- was change the way we talk about things in washington. not in terms of throwing things at each other but everything's not just left and right. >> right. >> there are other -- >> go back to 2004. yeah. >> whatever. so what i think would be really useful and helpful and positive tonight and perhaps optimistic is some of that. . some new framework or different framework to look at these challenges ahead. frankly, i think we're getting nowhere, if it's just democrat-republican traditional concept of bipartisanship, we are getting nowhere. >> david, if he could figure out a way -- i remember in 2004 in boston when he gave the speech, i remember hearing from one of my most conservative friends in 2004. there's no blue america, no red america. he said, uh-oh. we're in tr

sitting beside michelle obama will be the parents of hadiya pendleton, the young woman from the obama's neighborhood in chicago, shot and killed a week after she performed at the president's inauguration in washington. the honor comes as chicago police announce the arrest of pendleton's alleged shooters. they are 18-year-old michael ward, on the left, and 20-year-old kenneth williams. pendleton's cousin spoke by phone to anderson cooper last night. >> on behalf of my family, we are elated to know that there is one person or two now off the streets that could very well cause harm to my neighbor, another relative, or anyone in the world. we're excited to know that the police, the chicago police department worked diligently. however, there is no level of comfort. not long-term comfort. you know, we are still miserable. miserable would only be the term to really acknowledge the feelings of the parents and the family. >> chicago police say the men fired at pendleton by mistake as they were going after rival gang members instead. all right that's a fifth-floor problem... ok. not in my house!
